My friend sent me this picture of a car near his apartment in downtown Chicago, but we're both stumped. Anyone have any idea what it is?



(here's his brief description: "Sorry for the bad pic... the owner was standing right there and I tried to be discrete. I remember the logo was green. With those tiny tires maybe its some sort of fancy golf cart? Maybe I'll try to get a second look at some point.")
